Smart medication coverage is a combination of Canadian prescriptions and a basic Medicare plan

Just days before the official registration for Medicare Plan D began, a national survey showed that only 4 in 10 seniors planned to sign up. Most seniors find it too confusing and are afraid to pick the wrong insurance plan.

Many patients will continue to do what they've always done-buy their meds from Canadian pharmacies. It's affordable and beautifully uncomplicated. "That is still a smart option by far, particularly to fill in the coverage gap," says Dr. Paul Zickler of DoctorSolve (www.doctorsolve.com). Drug prices, on average, are still 43% cheaper than buying in the U.S."

"For those who are concerned about suddenly falling ill to the point where a drug regimen might run over $7,000 a year, it also makes sense to register for a very basic plan. Rather than using the plan to purchase medications, the plan is a safety net should one's health situation change. For a very reasonable monthly payment, patients can buy a plan that will protect their Part D privileges, and prevent a penalty for delayed enrolment. That low monthly premium is easily covered by savings realized from buying Canadian drugs."

It's an idea that is echoed by Peter Wyckoff, Executive Director of the Minnesota Senior Federation, a group that has set up links to Canadian pharmacies for 11 states. "Some people may find that paying the full price of imported drugs is still a better deal than buying higher-priced, Medicare-subsidized drugs in the United States. Those people could purchase a low-premium Medicare drug plan in case the situation changes."

To find the plan that's right for them, Dr. Zickler recommends that patients consider the drug regimen they are currently on and what it is costing them. They should also have a realistic expectation of their health needs in the future.

"Come January 1, insurance companies, pharmacists and doctors will be scrambling to service beneficiaries of a very convoluted program with a vast array of plans. When you think about it, enjoying uninterrupted service and saving 43% on drugs from a Canadian pharmacy sounds pretty good."

Bill to allow pharmacies to reimport drugs passes Senate

The Oklahoma Senate backs a drug reimportation plan that would permit state pharmacies to obtain U-S-made prescription drugs from Canada and elsewhere for sale here.The Federal Drug Administration has opposed drug reimportation bills, claiming they violate the Interstate Commerce Clause of the U-S Constitution. Those measures mainly deal with allowing individuals to obtain reimported drugs. Tulsa state Senator Tom Adelson says his legislation avoids that legal question because it would require pharmacies to sell reimported medicines only to Oklahomans in intrastate, not interstate, commerce. Most programs are geared to allowing individuals obtain such drugs by crossing the border into Canada or buying drugs online.

Democrats allege bad deal on drugs

Bay Area seniors are not saving significant money under Medicare's new prescription drug program, according to a report released Monday by most of the Bay Area's House Democrats. The report says Bay Area prices for 2004's 10 best-selling prescription drugs among seniors are 75 percent higher under the new Medicare Part D prescription drug benefit than under deals negotiated by the federal government at other agencies such as the Department of Veterans Affairs. Medicare Part D's prices also are 60 percent higher than those paid by consumers in Canada; almost 5 percent higher than prices on Drugstore.com; and almost 2 percent higher than prices at Costco, the report found. But Republicans who shepherded the bill through Congress rejected a proposal to let Medicare negotiate with drug companies for lower prices. The report proves "what we've been saying since the debate on the Republican Medicare drug bill began," said Rep. Pete Stark, D-Fremont, in a news release. "If you create a privatized drug benefit and refuse to let the government negotiate lower prices, senior citizens and people with disabilities will pay the price," said Stark, who as ranking Democrat on the House Ways and Means Committee's Health Subcommittee is particularly outspoken on the issue. "Instead of attempting to set Medicare on the road to privatization, Republicans in Congress should have worked with Democrats to establish a real prescription benefit within Medicare."
